    Every MP has a primary obligation to maximize the development of his constituency and if he fails to do so, better not to have him as MP

    Its a too harsh decision. If at all something is to be done,its debarring from allocating fund.

    A full scale inquiry should be held as to where the funds allotted have gone. Else the MP would be too glad to be debarred but after having the money.
